lingerie store by Indian restaurant

why would they display something NOT sexy (in my opinion at least) in their front window? if i'm going to buy lingerie, i'm going to go into a store where the mannequins are dressed up in black lacey (not lavender or floral print) low rise bottoms and bras that are not so padded like pics above.
